During Zapeta’s court hearing on Tuesday, Assistant District Attorney Ari Rottenberg said Zapeta at one point fanned the flames on the woman using his shirt. He said a 911 call from a subway rider helped identify Zapeta. Mr Rottenberg added that under interrogation Zapeta claimed he did not know what happened, noting that he consumes alcohol. But he alleged that Zapeta identified himself to interrogators in images related to the attack. Pilibhit (UP), Dec 24 (PTI) A police case was filed here on Tuesday after a video turned up on X showing a person making threats to spread terror during the Maha Kumbh in Prayagraj, an officer said. “On December 24, a video was shared on various handles on social media platform (X) in which a person was using objectionable words against Hindu religion. He was also using derogatory words against political personalities,” police in a statement said. They said the man threatened to spread “terror” on January 14, 2025 (Makar Sankranti), January 29 (Mauni Amavasya), and February 3, 2025 (Basant Panchami). In the wake of the appearance of the video, a case was registered at the Cyber Police Station of Pilibhit district, the statement said. Asked how many people were booked, a police spokesperson said, “This is a part of the investigation,” and refused to elaborate further. The development comes barely a day after three terror suspects allegedly involved in a grenade attack in Gurdaspur were killed in an encounter by a joint team of Uttar Pradesh and Punjab Police in Pilibhit. Punjab Director General of Police Gaurav Yadav termed the killings a breakthrough against the Pakistan-sponsored Khalistan Zindabad Force module. Elon Musk’s brain chip startup Neuralink said on Monday it has been cleared to launch a new trial to test its brain implant and an experimental robotic arm. The company made the announcement in post on X ( META ) , the social media platform owned by Musk. The study, named CONVOY, aims to test the capabilities of the company’s N1 implant, a brain-computer interface (BCI), to control an investigational assistive robotic arm. “This is an important first step towards restoring not only digital freedom, but also physical freedom,” Neuralink said. The trial will be able to cross-enroll patients already participating in the startup’s existing PRIME Study, which aims to help people with full-body paralysis control outside technology using their thoughts. More global technology firms are expected to set up data centres in Thailand next year thanks to the government encouraging the public and private sectors to embrace digital transformation through its Cloud First policy. Digital Economy and Society Minister Prasert Jantararuangtong said the government's investment promotion and Cloud First policy have led foreign tech giants such as Google and Microsoft to invest more than 100 billion baht in artificial intelligence (AI) and data centres in Thailand this year. "Two more major tech companies are expected to invest next year with an investment of no less than 100 billion baht," said Mr Prasert, who declined to identify the companies. The best last-minute New Year's Eve staycations: From cosy cabins to party padsHillevi Bergvall Credit: Karolinska Institutet A study showed therapists in routine psychiatric care delivered cognitive-behavioral therapy (CBT) with adherence and competence. 1 “Previous research suggests that therapist adherence is often low, with insufficient use of treatment protocols in clinical practice and non-supported treatment modifications even in controlled settings,” wrote investigators, led by Hillevi Bergvall, from the Centre for Psychiatry Research at Karolinska Institutet. An earlier study found that among 317 CBT therapists, only 11% reported frequently using protocols, and 30% reported never using them. 2 In another study, community-based therapists reported only using the prescribed CBT interventions a few years following their CBT training. 3 Investigators sought to examine the delivery quality of CBT in routine psychiatry care for depression and anxiety, looking at therapist adherence and competence, as well as therapy effectiveness. 1 The study included 23 therapists who recruited 85 patients with a depression or anxiety disorder from 2 routine psychiatric outpatient clinics in Stockholm, Sweden between August 2018 and February 2020. Therapists all had received university-level basic CBT training and licensed clinical psychologists (excluding 2 resident psychologists). The therapists were mostly female (75.9%), had an average age of 31.1 years, and had an average of 2.4 years of clinical experience delivering CBT on top of CBT supervision for 2.0 years. The therapists treated a mean of 3.7 patients, ranging from 1 – 11. Patients were included if they had a principal diagnosis of MDD (14.1%), OCD (29.4%), PTSD (10.6%), generalized anxiety disorder (27.1%), panic disorder (12.9%) or social anxiety disorder (5.9%) according to the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5). They were excluded if they had acute suicidal ideation, current substance use disorder, and concurrent psychological treatment. Investigators developed The Therapist Adherence to Cognitive-Behavioral Therapy Scale (TACBT) instrument to assess therapist adherence to generic CBT techniques and procedures. To develop this, they reviewed many CBT protocols and reviewed research on therapist adherence to CBT from established instruments, such as the Multitheoretical List of Therapeutic Interventions, the Collaborative Study Psychotherapy Rating Scale, and the Cognitive-Behavioral Therapy Adherence Scale. TACBT includes structure, conceptualization, behavioral techniques, and cognitive techniques. The instrument also had different versions for patients, therapists, and observers, although patient and therapist versions are nearly identical. Patients received a median of 18.5 sessions of CBT (interquartile range [IQR], 13.0 – 24.0). Before and after CBT, patients rated symptoms, functional impairment, and global health. Observers assessed therapist adherence during CBT, and patients and therapists assessed therapist adherence using TACBT. In 95.3% of patient records, therapists reported using specific CBT protocols for different psychiatric disorders. 20% of patients received additional treatments targeting a comorbid diagnosis and had a median of 21.0 sessions (IQR, 17.5 – 26.5), compared with 17.5 sessions for single treatments (IQR, 12.8 – 22.5) ( P = .061). Patients viewed therapist adherence as high, therapists as moderate to high, and observers as moderate. Structural and conceptual items received greater scores than behavioral and cognitive items. Patients and therapists had low agreement of ratings of complete treatments (ICC, -0.14; 95% confidence interval [CI], -0.35 to -0.10). Most therapists showed competence in CBT, with a mean score of 40.5 on the competence score on the Cognitive Therapy Scale-Revised. 75% passed the competence threshold, which was a total core of ≥ 36 points. The study revealed a therapist’s competence level is not significantly correlated with years of CBT experience ( P = .077), years receiving CBT supervision ( P = .080), or age ( P = .522). Patients had significantly improved depression or anxiety symptoms following CBT (Cohen’s ds, 0.80 – 1.36). However, symptom improvements were not linked to patient symptom duration, number of psychiatric diagnoses, therapist, therapist CBT experience, therapeutic alliance, or psychiatric clinic. Across all symptom measures, 67.1% improved, 4.7% deteriorated, and 16.5% remained the same. 11.8% had incomplete data for all symptom measures. “While potential areas for quality improvement would be increased use of behavioral and cognitive techniques, and competence development for a few of the therapists, this study did not provide any support that they will affect patient outcomes,” investigators wrote. Jasper County Recorder Denise Allan said the fees have remained the same since 1985, but a new proposal advocated by the Iowa County Recorders Association hopes to change that this coming legislative session. Allan said the proposed fee modernization bill will be introduced the Iowa Legislature in 2025. According to documents included in the agenda, the bill aims to simplify and increase recording fees to $10 per page. Iowa County Recorders Association said the price is still well below the $14.62 inflation-adjusted rate for 2024. Other "add-on" fees are to be eliminated, too, and large documents will be capped. "This proposed legislation is being introduced to increase recording fees, to modernize recording policies and practices and to do some cleanup in the Iowa Code. Recording fees have not increased since 1985, which is almost 40 years. To put that into perspective, I was 25 years old," Allan, 65, said. The current rates are actually $7 for the first page and then $5 for each additional page. So if someone wanted one page, it would cost $7; if they wanted four pages it would cost $22. The proposed bill would make one page cost $10 and four pages cost $40. Again, the association argues the prices are below inflation. Additionally, the bill proposes both the $1 records management fee and the $1 electronic transaction fee be removed while adding a $7 transaction fee for multi-transaction documents with reasonable limits. The proposed recording fees are also well below the fees from a number of surrounding states. Allocation of the moneys collected from the fees will go toward a number of funds. Allan said $3 of every document will go toward Iowa Land Records operations and projects, $2 will go towards the Recording Technology Fund for technology needs and then the remaining will go toward county general funds. "Revenue generated by recorders goes to the county general fund, which helps reduce property taxes," Allan said. "I might add that every project I've done, like digitizing, I've always contributed money from the record management fund, which is not taxpayer dollars. That is money that comes from recording." Smaller counties do not always have the means for new technology or lack the ability to digitize their records. By doubling the amount of money allocated to the recording technology fund, Allan added, will benefit all recorders in Iowa. Since the fees would be going up, so would the revenue to the county. Allan has served as the county recorder since 2015. Other county recorders will likely be looking for support from their affiliates to help the bill move to the statehouse, much in the same way Allan did by discussing it with Jasper County supervisors who seemed ready to write a letter of support on the spot. "It is the Iowa County Recorders Association's hope that our county affiliates will support us as we move forward and into the upcoming legislative session," Allan said to the board of supervisors. "The office right now has been slow the past few years, and we're hoping for a turnaround." Even so, the Jasper County Recorder's Office has contributed about $500,000 in both state and county recording fees. "The people we work with, their costs are not the same they were 40 years ago either," Allan said. "It's time." Indian law enforcement agencies say they are investigating alleged links between dozens of colleges in Canada and two "entities" in Mumbai accused of illegally ferrying students across the Canada-United States border. A news release Tuesday from India's Enforcement Directorate -- a multidisciplinary organization that investigates money laundering and foreign exchange laws -- said a multi-city search has revealed "incriminating" evidence of "human trafficking." The allegations have not been tested in court. The federal government, the RCMP, and Indian high commission in Ottawa, and multiple Canadian college officials did not immediately respond to requests for comment. The U.S. embassy said Thursday it had no comment. Indian officials say they launched their investigation after Jagdish Baldevbhai Patel, 39, was found dead along with his wife and two children near a border crossing between Manitoba and the United States on Jan. 19, 2022. Last month, a Minnesota jury found two men guilty -- Steve Shand of Florida and Harshkumar Patel, an Indian national arrested in Chicago -- on four counts related to bringing unauthorized people into the U.S., transporting them and profiting from it. Patel is a common name in India, and the family was not related to the accused. Prosecutors said Harshkumar Patel co-ordinated a sophisticated operation while Shand was a driver. Shand was to pick up 11 Indian migrants on the Minnesota side of the border, prosecutors said. Only seven survived the foot crossing. Canadian authorities found the Patel family later that morning, dead from the cold. Harshkumar Patel and Shand have not yet been sentenced and might appeal. The Tuesday news release said officials launched an investigation following a report filed against Bhavesh Ashokbhai Patel, who allegedly arranged the travel of the family. Each member of the family was allegedly charged the equivalent of between $93,000 and $102,000 to cross into United States from Canada, the directorate claimed. The incident has been called the Dingucha case in India, named after the village in the Gujarat state of western India from which the family originated. The Enforcement Directorate said it searched eight places last week in Mumbai, Nagpur in Maharashtra state, and Gandhinagar and Vadodara in Gujarat. It also claims that Bhavesh Ashokbhai Patel allegedly arranged people to get admissions to Canadian colleges, which helped in getting student visas. The news release did not specify the schools alleged to be involved. "Once the individuals or students reach Canada, instead of joining the college, they illegally crossed the U.S.-Canada Border and never joined college(s) in Canada," it said. The fee paid toward college admission was then returned, it added. The search has found that about 25,000 students were referred by one "entity" and over 10,000 students by another to various colleges outside India every year, the release claimed. The network has about 1,700 agents in Gujarat and around 3,500 across India, of which 800 are active, it alleged. The release claims that "around 112 colleges based in Canada" have entered into agreement with one entity, while "more than 150" colleges have done so with another entity. It is unclear from the release whether any colleges have ties to both entities. Anil Pratham, a former high-ranking police official in Gujarat, was involved in investigating the case from January 2022 until his retirement this fall. He told The Canadian Press his team looked at paperwork, such as certificates and documents used by students to apply to colleges and universities abroad. Police then contacted villagers through various societies, asking them for help. "We conveyed to the villagers that you should come out and tell (us) who are the victims and who are the agents who live there," he said in an interview from Gujarat. "This helped us in our investigation." The process took nearly three years because the first step is to establish the crime, charge, investigate and finalize those charges, he said. Police in Gujarat got help from their counterparts in Canada and New York, Pratham said. He also had advice for those wanting to go abroad to study or work. "There is a legal way of going from India to whichever country one wants," he said. News of the Indian investigation comes amid tensions with the U.S. over border security, a federal rethink of international-student policy, and diplomatic tensions with India over New Delhi's alleged targeting of Sikh activists in Canada. Trump has threatened wounding tariffs on Canadian goods if Ottawa does not sufficiently crack down on migrants and drugs crossing into the U.S. illegally, leading Ottawa to earmark $1.3 billion over six years to address border security. Before that, Canada expelled six Indian diplomats in October, over allegations they used their position to collect information on Canadians and then passed it on to criminal gangs who targeted the individuals directly. At the time, Canada also alleged India's home affairs minsiter ordered intelligence-gathering operations against Sikh separatists who advocate for an independent country called Khalistan to be carved out of India. Bhubaneswar, Nov 30 (PTI) A day after Prime Minister Narendra Modi accused opposition parties of conspiring against the country, the Congress, BJD and BJP on Saturday engaged in a war of words in Odisha, each blaming the other. Senior BJD leader and party’s deputy leader in the Assembly, Prasanna Acharya, alleged that the BJP government in the state had done nothing in the last five months, except for changing the colour of buildings. “In the last five months, the BJP government changed the names of 22 schemes that were earlier launched by the BJD government,” Acharya said. He also pointed out contradictions in the PM’s stand, noting that Modi had once praised BJD and its leader Naveen Patnaik for adhering to the federal system. “The PM himself praised Naveen Patnaik in Parliament and said the BJD government follows the federal system the most. Now, he is claiming that the previous government had changed central schemes. Modi is changing his stand,” Acharya remarked. Referring to Modi’s claim that the Centre was giving priority to Odisha, Acharya said, “He made the same claim when he visited Telangana and Maharashtra. Trump has already said he would nominate conservative activist Kash Patel to replace Wray. “I have serious concerns about what has been reported publicly about his (Patel's) statements of retribution and closing the FBI office on Day One and turning it into a museum and some of the other outrageous things he has said,” Shaheen said. On the flip side, Shaheen met with and gave high praise to Trump’s nominee for secretary of state, U.S. Sen. Marco Rubio, R-Florida, as the pair served together on the Senate Foreign Relations Committee. “I think he is very well qualified and thoughtful in how he is approaching the state department,” Shaheen said.
